Institutional and Human Capacity Building of the ACC and RAA

The Royal Government established the Anti-Corruption Commission (ACC) on December 31, 2005 under a Royal Decree with the Commission mandate to prepare national strategies and programmes to check corruption and misuse of public resources curb and root out corruption, and issue quality reports to the public for their information. The Commission has also been mandated to carry out investigation and inspection in any disproportionate change in income, asset and liabilities of public servants.

Auditing in Bhutan has been limited to financial auditing, which is generally applied to ensuring the accountable of resources only. The increased complexity of the audit function (integrating compliance audits with performance audits) demand qualified and highly specialized manpower. Hence, strengthening the capacity of the Royal Audit Authority (RAA)is an essential component of Bhutan’s 10th Five Year Plan.

Accordingly the project will support the Anti-Corruption Commission in establishing an effective system that promotes transparency, efficiency and accountability with respect to management of public resources. In addition, project will support the capacity development of the ACC and the RAA to:

  • develop and implement a National Anti-Corruption Strategy (NACS);
  • build the prevention and investigative capacity of the officers of the Anti-Corruption Commission;
  • formulate and support the endorsement of  the Comprehensive Continuing Professional Development Policy (CPDP) for the RAA; and
  • build the capacity of internal auditors, IT audit and further professionalization of auditors and other relevant functionaries for improved delivery of services.

The ACC also is supported by the Republic of Korea through the UNDP Regional Centre in Colombo and RAA from AusAID.
