Support for Strengthening the Institutional Capacity of Parliament of Bhutan

With the installation of the first democratically elected government in 2008, Bhutan became one of the youngest democracies in the world. With the end of 100 years of monarchy, the newly elected peoples' representatives are confronted with numerous challenges in capacity and insitutional systems to become an effective and transparent democratic institution. The project aims at contributing towards the success of the parliamentary democratic system in Bhutan by strengthening the capacity of the Parliament, which includes the National Assembly and the National Council through interventions that:

• Improve, streamline and strengthen the legislative procedures and processes of the Parliament of Bhutan;
• Strengthen the institutional capacity of the Secretariats of respective Houses for research, policy analysis, legal and support services;
• Increase the capacity of the Members of Parliament for quality and informed debate and legislation; and
• Enhance the public awareness on inclusive, transparent and accountable democratic governance covering gender, human rights and duties through civic education and CSO participation in the legislative processes of the Parliament with the establishment of relevant institutional mechanisms and platforms.
