National Renewable Energy Policy and Programme for Sustainable Development

Background
With the intent to bolster socio-economic development in the rural areas and promote equitable and regionally balanced development, the Department of Energy has set a goal of electrifying all rural households by 2020. However, not all of the rural households will be connectable to the national power grids due to their location and associated technical, economic and environmental constraints. Preliminary assessment suggests that some 3,900 rural households may need to go for off-grid electrification. Potential off-grid electrification options include mini/ micro hydels, solar/photovoltaic electricity, and biomass conversion. However, there is need for a national policy on renewable energy to facilitate the development and implementation of renewable energy interventions in a manner that is technically feasible, socially acceptable, economically viable and environmentally sound, contributing to the Millennium Development Goals.

Objectives
The overall project objective is to promote decentralized renewable energy system in an integrated and coordinated manner consistent with overall national socio-economic and environmental objectives.

Achievements & expected results

  1. Comprehensive Policy document for all renewable energy sources drafted and submitted for endorsement.
  2. REDs institutional arrangements, its roles and responsibilities, scope of work, limitation and legal provision reviewed.
Institutional strengthening through training, workshop and study tours conducted.
