Capacity Building of the Cabinet Secretariat of Bhutan
Background
With the installation of the first democratically elected government in 2008, the Cabinet Secretariat is to be expanded with the creation of two departments namely, the Department of Cabinet Affairs and the Office of the Prime Minister. Headed by the (Chief) Secretary, the Cabinet Secretariat with its two departments will carry out higher responsibilities which will include providing policy advice to the Cabinet and Prime Minister, facilitating the policy making process, conducting research and analytical work, reviewing all acts/legislation and assessing their implications, crafting executive orders and national addresses and speeches, dealing with public grievances related to government agencies. With this new mandate the Cabinet Secretariat is expected to become an office of excellence in facilitating the leadership and good governance priorities of the government. The proficiency and effectiveness of the Cabinet Secretariat is critical for the success of the new democratic government.
Objectives
The project aims at contributing towards the success of the parliamentary democratic system in Bhutan by strengthening the capacity of the Cabinet Secretariat with the formulation of the Cabinet Manual; training of key officials in democratic governance, gender, human rights, public policy and other relevant fields, establishing institutional and knowledge network through supporting study tours to selected countries and knowledge networking, and development of a website to disseminate government information to the public.
