Support to Preparation of Tenth Plan

Background
With the impending adoption of the draft Constitution and a limited time left for the preparation of the Tenth Five Year Plan, 2007-2012 (10 FYP), there is an urgent need to develop and adopt new planning and management approaches so as to meet the demands of the changing development process and the challenges ahead.

The Planning Commission (PC), as the central coordinating agency for national development planning, has been mandated with the adoption of the Alternative Planning Framework recommended by the Good Governance Plus Report for implementation within the Tenth Plan. The results-oriented Alternative Planning Framework seeks to strengthen linkages between development programmes and national goals and objectives as expressed in the Vision 2020, the MDGs, PRSP and other commitments in pursuit of Gross National Happiness (GNH), while bringing decision making process closer to both men and women.

Objectives

  • The project will support the RGoB in the following areas:

    1. Prepare and launch the Tenth Plan to achieve poverty reduction  as the main objectives. The plan  will also serve as Bhutan’s PRSP;
    2. Build core competencies of PCS and Dzongkhag Planning Units (DPUs) to develop and implement the proposed APF;
    3. Increase capacity of PCS to undertake macro-economic analysis including MDG costing and gender budgeting.

Achievements & expected results

  • The project is expected to produce three main outputs mainly:
    1 Preparation of the Tenth Plan Formulation    Guidelines based on APF;

    1. Strengthened capacity of the PCS and DPUs; and
    2. Preparation and publication of Plan documents which will also serve as Bhutan’s PRSP
