UN Support to Poverty Analysis in Bhutan
Background
The RGOB has been relentlessly pursuing the policy of people’s participation and balanced regional development over the last four and half decades. These pro-poor policies still continue to occupy centre-stage in development planning particularly during the upcoming Tenth Five Year Plan (FYP).
Poverty-related data in Bhutan is relatively scarce thereby making it difficult to analyze trends in poverty reduction. The presently available reliable indication on poverty is the poverty line established in 2004, indicating that 31.7 percent of Bhutanese are living under the national poverty line. Hence, given Bhutan’s impressive economic growth in recent years, it is timely that a comprehensive poverty study is undertaken.
Objectives
The main objectives of the study are to:
- collect all information required to analyse poverty situation at the Dzongkhag levels and the national level.
- enhance capacity of public sector to analyze, monitor and report on human and income poverty.
- enhance national stakeholders’ capacity in data collection and analysis, enabling development planners to use targeted approach in planning and programming development, especially for MDGs and poverty reduction.
- contribute towards facilitating a general culture of using data for decision-making purposes and for monitoring and evaluating implementation of plans and policies
Achievements & expected results
- Bhutan Living Standard Survey (BLSS) 2007 – The proposed survey will cover all 20 dzongkhags and will be designed to provide reliable estimates at the national and Dzongkhag levels ensuring gender, age and urban and rural desegregation.
- Poverty Analysis Report (PAR) 2007
- Gewog socio-economic profiles 2007 will be prepared using both BLSS 2007 and PHCB 2005 data to capture information for all the gewogs.
