Promotion of Culture Based Creative Industry for Poverty Reduction and Community Vitalization

Background
The RGoB have long been involved in the training of artisans through the establishment of the National Institute of Zorig Chusum. Local NGOs such as Tarayana Foundation, Youth Development Fund and RENEW are all involved in craft production ranging from weaving, candle and soap making, sewing and painting. Training of youths and marginalized communities help not only to keep Bhutan’s material cultural tradition alive but it also helps in creating jobs and generating income. 

At a macro level, the role of cultural based industry is also intrinsically linked to one of Bhutan’s main foreign exchange earning industry – Tourism. More than 90 percent of tourists visiting Bhutan are here because of Bhutan’s unique culture. Since the contribution from tourism in the government revenue is substantial, the role of cultural knowledge, skills and activities cannot be ignored, especially in terms of its current as well as potential contribution towards the economic development of Bhutan.  Realizing their potential as a source of income for rural development, and youth and women employment, The Guidelines for Preparation of the Tenth Plan focuses on the promotion of SME and cooperatives, especially cottage industries like textiles and handicrafts as areas that will be supported by the RGoB in the Tenth Plan (2008-2012).

Within the BIMSTEC agenda, Bhutan is the lead country in the area of culture cooperation.

Objectives

The Project will support the establishment of systems to monitor and recognize craft excellence, setting up linkages between rural community producers and marketing agents and upgrading the design and production of the textile sector. Further, enhancement of the sector will lead to generate decent jobs and avoid widening income gaps. The project also provide direct technical and financial support to existing and emerging cultural industries through assistance to cultural entrepreneurs in the design, production, certification, and marketing of cultural products to improve the quality of products and thereby living standard of artisans.

Achievements:
Project has initiated a study for mapping  cultural resources and a baseline survey on culture based industry

Expected results:
This project is aimed towards enabling Bhutan to provide a case-study to show case to neighboring countries that promotion of culture industry is a viable and effective means of combating poverty and bringing about community revitalization.
