UN Bhutan 2009 Resident Coordinator Annual Report 2009[13-05-2010] The country’s 10th Five-year Plan (2008-2013) was approved by the Parliament in January 2009. With a total budget outlay of Nu 148.074 billion (equivalent to USD 3.174 billion), the Plan aims to achieve Poverty Reduction, Enhanced Democratic Local Governance and Effective and Efficient Service Delivery. A new feature compared to the 9th Plan is a strategic framework to reduce poverty via vitalizing industry, rural-urban development, infrastructure, investment in human capital and good governance. [05-04-2010] The 2008-2009 biennium has been an important period for Bhutan and the United Nations Development Programme (UNDP). Bhutan saw the adoption of the Constitution and the smooth transition to a democratic constitutional monarchy. It signified the start of the implementation of the UN common Country Programme Action Plan (cCPAP ) and the launch of the Tenth Five-Year Plan (2008-2013), which integrated the Millennium Development Goals (MDGs) with poverty reduction as its overarching goal. [21-12-2009] It is estimated that worldwide 1.97 billion hectares of all usable land have been affected by various forms of human-induced land degradation. Deforestation, overgrazing, fuelwood consumption, agricultural mismanagement, industries, urbanization, and infrastructure development are the key causes. Poverty, population growth and natural factors such as extreme climate and unstable geology also contribute significantly. At the United Nations Conference on Environment and Development in 1992, the international community called on the UN General Assembly to establish an Intergovernmental Negotiating Committee to prepare a legally binding international instrument to combat desertification. [20-12-2009] An assessment of the ‘Public Environmental Expenditure (PEE)’ of the Royal Government of Bhutan (RGoB) during the 9th Plan period was commissioned by the Department of Public Accounts. It was financially supported by the UNDP and UNEP through one of its project - ‘Bhutan Poverty and Environment Initiative (PEI) Project’. The main objective of the assessment was to understand the trends of public expenditure in environment and to obtain critical information for streamlining and strengthening future investments in environmental programs, project and activities. [23-10-2009] 2009 has been a difficult year for Bhutan. In May, Cyclone Aila brought unprecedented rains and flooding to the country. A strong earthquake on September 21 - the most devastating in Bhutan's recent history - killed 12 people and damaged or destroyed a large number of houses, public buildings, and cultural and religious monuments. [03-08-2009] The governance system of Bhutan has changed a lot in the first decade of the new millennium. Formal decentralisation started in the early 80s and has continued. Today, Gewogs and Dzongkhags receive an Annual Grant for Local Governments from the central government, which enables them to plan and implement development activities that are a priority for the local people. [14-11-2008] Bhutan along with other member states signed the UN Millennium Declaration in 2000 that outlined a shared vision for the new century based on the fundamental values of freedom, equality, solidarity, tolerance, respect for nature and shared responsibility. [07-10-2008] Land degradation is a major environmental and sustainable development issue across many countries around the world. Recognizing it as a global phenomenon and the need for collective international action to address it, the international community adopted the United Nations Convention to Combat Desertification (UNCCD) in June 1994. [16-08-2008] The United Nations Development Assistance Framework for Bhutan (2008-2012) provides a collective, coherent and integrated UN response to national needs and priorities and is consistent with Bhutan’s overall development vision articulated by Gross National Happiness. The UNDAF formulated through a highly consultative and participatory process with the RGoB and other stakeholders embodies a rights based and results driven development approach aimed at poverty reduction and pursuit of the MDGs. [06-08-2008] The past year has seen great changes in Bhutan with the country’s road map for democratization, initiated by the Fourth King in 1981, culminating in general elections and the transition to a Democratic Constitutional Monarchy. The country’s first democratic elections were conducted smoothly and effectively with voter turnout reaching 79% in the national assembly elections. The elected members reflect a broad and inclusive representation of society in terms of age, gender and other backgrounds. Read more...
