In compliance with its mandate as the UN operational arm and the promoter of volunteerism for development, UNV would support and/or complement other UN system initiatives involving inclusion and participation, community mobilization, and access/ delivery of services through advocacy, not only fielding volunteers but also developing and strengthening local volunteer-involving organizations and CBOs. UNV would typically complement initiatives involving:
- Access of disadvantaged/ marginalized groups to services and enhancing service delivery through collaborating with (a) Local Communities to strengthen local CBOs and Volunteer-Involving Organisations (VIOs) for better representation of local stakeholders' interests, clearer formulation of local needs, dissemination of information on available services and conditions of access, and knowledge sharing both inter-and intra-community; and (b) Service Providers for understanding local needs and integrating them in plans/ programme, enhancing delivery processes, and facilitating inter-institutional coordination.
- Inclusion and participation of disadvantaged/ marginalized groups through better access to information and requirements for participation, establishment of sustainable mechanisms and processes for participation and access to decision-making, development of horizontal networks to expand the circle of participation, facilitation of suitable mechanisms and networks between actors at different levels (bridging the gap between local and national perspectives).
- Community mobilization through voluntary action by promoting greater awareness on common issues and alternative approaches for addressing them, enhancing local capacities to act as an agent for change (ex. Developing local leadership and resource mobilization skills), promoting group action techniques (Ex. self-help groups; resource user-groups, etc.), strengthening local leadership, and creating or developing instruments for networking and documenting local processes and results.
