In previous decades, Bhutan welcomed large numbers of foreigners as volunteers, helping build up the skills of the Bhutanese. Now, as Bhutan’s own skill-base has increased, there are more Bhutanese serving overseas as UNVs than there are international UNVs serving in Bhutan.
